This working paper was prepared for the Coalition for Urban Transitions, a special initiative of the New Climate Economy, which is a major international initiative to support decision makes to meet the objective of unlocking the power of cities for enhanced national economic, social and environmental performance, including reducing the risk of climate change.  This research was conducted for the National Policy Levers workstream.

This paper builds on ÐÓ°ÉÂÛ̳ Cities research on New Urban Governance and Philipp Rode's work on integrated planning, design and transport.  This paper was submitted in June 2017.
