This scholarship was established by Laura Cha, who is known in mainland China by her Chinese name "Shi Mei Lun".
Laura Cha was appointed by the State Council of the Chinese Government as Vice Chairman of the China Securities Regulatory Commission in early 2001, where she served until 2004. She was the first person outside the mainland to join the Chinese Government at the vice-ministerial rank.
